This exactly is the philosophy behind IPRs in general and patents in particular. The main theme here is "disclosig the invention till the lowest detail" and exclusive rights (referred to as 'monopolies' by many) is just a modest incetive to the inventor. If taken in right spirit, such a mechanism should nurture innovation and motivate rich orgaisations to spend on R&D inturn elevating the standard of living of humankind. For the other side of the coin, the very poor in developing countries are affected.
